CONSTITUTION

1.    The club will be known as:- COLCHESTER POSTAL AND TELECOM ANGLING CLUB.  Membership is open to all British Telecom and Royal Mail employees and will have a limited membership.

2.    The business of the club will be conducted by a Chairman, Secretary , Treasurer and 9 others of which six of these may be associate members, making a committee of twelve. All committee members will hold full member rights and be entitled to vote at all meetings including the AGM. The only exception to this will be on matters concerning the Club Constitution, when only Postal or Telecom members may vote. Only committee members and Full members may vote at an AGM. Nominations for these positions, must be in the hands of the Secretary seven days before the AGM. Exceptionally, the Chairman may accept nominations at the AGM.  A quorum of five committee members is required for any meeting.

3.    Members are normally welcome at committee meetings, but remaining and taking part in the proceedings is at the discretion of the Chairman. Members may also be co-opted unto the committee.

4.    The AGM will be held in the month of April each year and members are to be notified in writing of the actual date. Any proposed amendments and/or alterations to rules or inclusions to the Agenda, must be in the hands of the Secretary 28 days before the AGM.

5.    Membership categories and fees to be agreed annually at the AGM.

6.    The  Secretary,  will be responsible for taking the minutes of meeting and keeping a register of members and also dealing with all Club correspondence.

7.    The Treasurer will be responsible for all matters relating to the finances of the Club. He will maintain the Club accounts and produce a statement of accounts annually, duly audited by an independent auditor and will present these accounts at the AGM. All cheques will be signed by the Treasurer and one other committee member designated as a Signatory.

8.    Life membership of the Club will be available  at the discretion of the committee, to Postal and Telecom employee members only. Life membership will not exceed 10% of the total membership of the Club. Any full member granted Life Membership for services to the club shall retain their full membership regardless of age or occupation. Any full member, retiring in the service of the Post Office or British Telecom, shall retain their full member status.

9.    Renewal of membership fees must be paid before the 1st June each year. Failure to renew your membership by this date will result in the loss of your existing membership and will necessitate re-application via the waiting list and paying the fees required of a new member, when a vacancy becomes available.

10.     Membership may be renewed during the closed season on the dates notified by post.

11.    All members are eligible for Club competitions and will be responsible for   the safety and return of Club trophies before the last day of the season,(16th  March), Cleaned and in good condition.

12.    No official of the Club, individually or collectively, nor any member of the committee, nor any person carrying out duties specifically upon the instructions of any official or the committee, shall be responsible for any loss, damage or injury, howsoever caused, to any member or their family and guests using the Club’s facilities.

13.    The committee has the authority to deal with all matters arising from non-compliance with Club rules. In all disputes, the committee’s decision will be final.

14.    All cheques to be made payable to C.P.&T.A.C. Bank charges due to cheques being dishonoured will be the responsibility of the Member.

15.   Observance of the Traditional closed season is at the discretion of the Committee,

(With the exception of the River Stour).

Members will be informed by post each season regarding this matter.

16.     Advertising in the Club Rulebook is at the discretion of the Committee and Trustees and may incur a charge or donation.

Supplementary Rules as agreed at the AGM 1995.

(A)     The committee may from time to time resolve to enter into agreements with third parties for the purpose of acquiring property for use by the membership of the Club. Any such property shall be held on behalf of the Club by the Trustees of the Club, who shall be appointed in accordance with paragraphs (B) and (C) below.

(B)     The Trustees shall be elected by the committee and they shall respectively hold office until death or resignation, unless removed from office by a resolution of the committee. The number of Trustees shall not be more than four and no less than two and the property of the Club (other than cash, which shall be under the control of the Treasurer) shall be vested in them. They shall deal with the property of the Club as directed by resolution of the committee (of which an entry in the minute book shall be conclusive evidence)

(C)     New or additional Trustees shall be appointed by resolution of the committee. For the purposes of giving effect to such nomination, the President is nominated as the person to appoint new Trustees of the Club within the meaning of the Trustee Act 1925 Section 36 and he shall by deed appoint the person, or persons, so nominated by the committee as the new Trustee or Trustees, of the club and the provision of the Trustee Act 1925 shall apply to such an appointment.

(D)     Any risk, expense or cost incurred by the trustees in pursuance of their office (including without limitation any liability arising as a result of entering into agreements for and on behalf of the Club) will be met out of Club funds. In the event that the Club funds are insufficient to meet the liability incurred by the Trustees, the Trustees shall be entitled to require the members to contribute to such liability, provided always that the members shall not be liable for any liability which arises as a result of fault or negligence of the Trustees.

Definition of Membership 

1.    Postal and Telecom members include: Husband and wife and children under 17 years of age, the child of a full member upon reaching the age of 17 years will be enrolled as an Associate Member. The child will not be required to go on the waiting list, nor pay a new members joining fee.

 

2.    Associate Membership is by invitation only.

 

3.    Honorary Membership is by invitation only from the committee and the fees are optional to assist the Club’s fish stocking programme

Conditions for Fishing Club Waters 
 

1.    Bailiffs and members are empowered to ask persons fishing on any Club waters for their Club membership permit and EA Rod Licence. Failure to produce the permit will result in the member or person being asked to leave the water. Offenders may be asked to appear before the committee.

2.    All Bailiffs and committee members are empowered to inspect and insist that members remove fish from their keep nets should the enclosed fish show any signs of distress.

3.    No fish may be removed from any Club waters other than  for:

(A)               A British Record Claim

(B)               Fish dead or diseased

(C)              In conjunction with the Club’s restocking programme.

4.     The traditional closed season (15th March-16th June inclusive) will be retained and observed , at the discretion of the committee. All members are required to abide by all Environment Agency (formerly N.R.A.) rules and must also carry a current rod licence at all times.

5.    The use of Braided Mainlines, Except for Spod and Marker Rods is now banned on all club waters.

6.    The use of Bent Hook rigs and Fixed Hook Rigs is now banned on all club waters.

7.    The sacking of fish is banned on all club waters.

 

8.    Alcohol and Illegal Substance abuse.

          The use of alcohol and other illegal substances is banned on all club waters.

Any member found in possession of any of these substances or in an inebriated state, will be asked to leave the water immediately and will face an automatic dismissal from club membership for life.

9.    The use of unhooking mats is mandatory on all waters.

10. Night Fishing is STRICTLY by arrangement only.

At present members are permitted to fish two consecutive nights and are not permitted to return to the water within 48 hours. Postal applications must be made to the Fisheries Officer with the appropriate fee. Permits will be issued on a first come, first served basis only, by return of post.

11. Members under 16 year of age must be accompanied by an adult at all times when on Club waters.

12.  All gates must be closed and locked where relevant, no crops must be crossed and members must keep to footpaths. All Club waters are out of bounds between Sunset and Sunrise without the appropriate permits. No member shall approach waters other than via the agreed entrances. No litter shall be left on Club waters and any member selecting a swim will be regarded as responsible for all litter left in the swim, regardless of who left it there.

10. No member shall fish more that one swim.

11. Two rods only are permitted on all club water unless authorised by the committee.

12. The use of nuts of any description and live baits are forbidden.

13. The use of Keepnets at Lawrence Lake is restricted. NO Carp or Tench are to be retained. See notice boards at the water for any special conditions.

14. All Cars, Cycles and Motor Cycles must be parked in the designated parking areas on all waters.

15. No member shall cut or plant trees, or interfere with or alter banks or swims, other than when at a work party or under supervision from officers of the committee.

16. No member shall light fires unless authorised to do so by an Officer of the Club at a work party.

    17.  Specimen Trophies are awarded annually for the following categories (the minimum weights for a claims are as in brackets):

Bream(3lbs)

Carp(15lbs)

Chub (2lbs)

Perch(1lb)

Pike(10lbs)

Roach(1lb)

Rudd(1lb)

Tench(4lbs)

All claims for specimen trophies, must be caught on Club Waters and witnessed. All claims must be made to the Fisheries Officer.

18. No boats to be used on any Club waters without the specific and appropriate written permission. ( This may be from Landowners)

19. Swimming in Club Waters is STRICTLY FORBIDDEN (Automatic dismissal from  the Club for any offence of this nature)

20. Wading is forbidden on all Club waters. Unless under the supervision of a committee member.

21.  The use of Radios, Cassette Players (except when used with earphones) or any unnecessary noise, including bad language, is strictly forbidden.

22. No Fire Arms, of any description, including Airguns, Shotguns, Crossbows or Longbows are to be brought on to the site of any Club waters.

23. The use of Remote or Radio controlled boats is forbidden on all Club waters. This includes Bait Boats.

New Rules

These rules are added as a result of the Rules revision of the 2008-2009 season.

1.    The use of Live Baits is banned on all Club waters.

2.    Any negotiations regarding Club Business must be dealt with by the Trustees only.  Such negotiations may have Legal implications and the Trustees are the only people who are legally empowered, to sign any documents associated with these functions.
